Memorandum of Understanding (MOU) Signing Ceremony between Ho Chi Minh City University of Natural Resources and Environment and Mien Tay Construction University

On January 29, 2026, Ho Chi Minh City University of Natural Resources and Environment (HCMUNRE) and Mien Tay Construction University solemnly held the Signing Ceremony of the Memorandum of Understanding (MOU). This event marked an important milestone in the process of establishing and developing a comprehensive cooperative relationship between the two higher education institutions. It also reflected the strategic orientation of both universities toward strengthening collaboration, leveraging respective strengths, and effectively utilizing available resources to enhance the quality of education and scientific research, while making positive contributions to the sustainable development of society.

The ceremony was conducted in a formal, professional, and academically meaningful atmosphere, with the participation of leaders, administrators, and faculty members from both universities. Representing Ho Chi Minh City University of Natural Resources and Environment were Assoc. Prof. Dr. Le Hoang Nghiem – Vice President; Dr. Le Thi Kim Thoa and Dr. Tran Thanh Tam – Deputy Heads of the Office of Science, Technology and External Relations; Ms. Le Thi Phung, M.A. – Head of the Office of Testing and Quality Assurance; Dr. Tran Ky – Deputy Head of the Office of Academic Affairs; Dr. Thiem Quoc Tuan – Head of the Faculty of Geology and Minerals; Dr. Do Minh Tuan – Head of the Faculty of Geodesy, Cartography and Engineering; and Mr. Nguyen Trong Khanh – Director of the Center for Continuing Education.

Representing Mien Tay Construction University were Dr. Dao Huy Hoang – Vice President; Dr. Nguyen Quoc Hau – Head of the Institute of Science and International Cooperation; Dr. Ngo Van Thuc – Head of the Office of Academic Management; Mr. Truong Cong Hao, M.A., PhD Candidate – Director of the Center for Continuing Education; Dr. Dang Ngoc Loi – Head of the Faculty of Urban Infrastructure Engineering; Dr. Huynh Trong Nhan – Head of the Department of Planning, Faculty of Architecture; and Assoc. Prof. Dr. Lam Thanh Quang Khai – Chairman of the Editorial Board of the Journal of Science and Technology, Head of the Department of Applied Mechanics, Faculty of Civil Engineering.

Based on the contents of the Memorandum of Understanding signed between the two universities, both parties agreed that the primary objective of cooperation is to maximize the strengths, capacities, and experience of each institution, toward building a stable, long-term, and sustainable partnership in the fields of education and training, scientific research, knowledge transfer, and cultural exchange. Cooperation activities will be implemented on the principles of voluntariness, equality, and mutual benefit. The MOU serves as a framework agreement, providing orientation for specific cooperative programs and activities, while detailed cooperation contents will continue to be discussed, agreed upon, and formalized through separate agreements in accordance with applicable laws and the internal regulations of each institution.

In the field of education and training, the two universities agreed to strengthen collaboration in the implementation of undergraduate and postgraduate programs, as well as specialized training and professional development courses, in order to meet the demand for high-quality human resources in the context of socio-economic development and international integration. At the same time, both parties will explore the development of short-term training programs, articulation pathways, and dual-degree programs, creating favorable conditions for learners to access advanced educational models. The exchange of lecturers and experts, mutual recognition of academic credits, and joint supervision and academic support for undergraduate students, master’s students, and doctoral candidates were also identified as key areas of cooperation.

Regarding science, technology, and external relations, the two universities agreed to enhance collaboration in the implementation of scientific research topics and projects aligned with each institution’s areas of expertise; promote technology transfer; apply research outcomes in practice; and publish research results in reputable national and international scientific journals. In addition, both parties will promote the sharing of academic resources and the effective use of facilities, laboratories, and technical equipment for education and research purposes; jointly organize scientific conferences, seminars, and thematic workshops; and expand networks of domestic and international partners.

In the field of communication and brand development, the two universities agreed to strengthen cooperation in promoting and disseminating their images, educational achievements, and scientific research outcomes through mass media and official communication channels. These activities are expected to enhance the reputation, position, and brand recognition of both institutions within the higher education system, while facilitating the attraction of learners, partners, and social resources to support sustainable development.

At the same time, student exchange and engagement activities were given special attention through the coordination of exchange programs, cultural and artistic activities, sports events, and soft skills development initiatives. Strengthening connections among student clubs and organizations, as well as jointly implementing volunteer and community-oriented activities, is considered an important foundation for fostering a dynamic, comprehensive, and human-centered learning environment.

Through the signing of the Memorandum of Understanding, Ho Chi Minh City University of Natural Resources and Environment and Mien Tay Construction University expect to gradually operationalize the agreed cooperation contents, build a close, long-term, and effective partnership, thereby contributing to the improvement of educational quality, the promotion of scientific research activities, and the fulfillment of sustainable development requirements in the new phase of Vietnamese higher education.
