Functions and Duties

1. Functions

To advise and assist the President in formulating strategies, plans, proposals, and in implementing projects, programs, and tasks in the fields of science, technology, and external relations. Simultaneously, to organize, guide, monitor, supervise, and inspect scientific research, technology transfer, and external relations activities within Ho Chi Minh City University of Natural Resources and Environment and relevant organizations and individuals.

2. Duties

  • Propose and develop strategic plans for the development of science, technology, and external relations of the University for each period and on an annual basis.

  • Manage, organize, implement, supervise, and inspect scientific research and technology transfer tasks at all domestic levels; promote cooperation with international educational institutions and enterprises; and support international cooperation activities of faculties and affiliated units.

  • Develop plans for the allocation of science and technology budgets for university-level research projects and student research activities.

  • Collaborate in developing, implementing, managing, and expanding capacity-building projects, key laboratory development schemes funded by science and technology budgets; and manage programs and international cooperation projects related to training, higher education capacity building, scientific research, technology transfer, innovation and entrepreneurship, and faculty and student exchange activities. Support the development of potential and strong research groups; build scientific databases; implement the University’s intellectual property network; and participate in international scientific database networks serving university rankings.

  • Advise on the implementation of policies and directives on scientific research, technology, and international relations at the University; organize research and international exchange activities for students; disseminate knowledge on intellectual property; and manage copyright registration, usage, and exploitation of intellectual property information in science and technology research at the University.

  • Promote cooperation in science and technology with localities, domestic enterprises, and international institutions and organizations; organize exhibitions and technology transfer events; develop the science and technology market; and organize national and international scientific conferences and seminars.

  • Advise on the recognition and appointment procedures for professors and associate professors according to the plan of the State Council for Professorship Titles; and propose honorary professorship titles for foreign professors who have significantly contributed to the University’s training and research.

  • Provide consultation and prepare cooperation documents between the University and domestic/foreign partners; handle procedures for inbound and outbound international delegations; manage formalities for staff, officials, and employees to undertake overseas training, development, and cooperation programs; and provide professional guidance for staff involved in international cooperation across the University.

  • Advise on the development and implementation of lecturer and student exchange programs with international higher education institutions to promote global integration, mobility, and quality assurance in education and research; and provide translation and interpretation services to support external affairs.
